The security-related and intelligence activity of the SOA, in the country and abroad, is directed foremost towards gathering and analyzing data on individuals, groups or organizations which participate in, or are linked with, the following:
- intelligence activity directed against the Republic of Croatia
- terrorist activities
- activities intended to overthrow or undermine the structure of the state authority
- extremist or violent activities that may threaten the democratic order or fundamental human rights and liberties
- activities intended to threaten the security of high ranking state officials or protected areas and facilities
- organized crime that threatens national security and the economic system
- war crimes committed against citizens of the Republic of Croatia
- other activities intended to threaten national security
SOA also:
- gathers data relevant for the Croatian economic system
- conducts security vetting
- participates in the counterintelligence protection of protected individuals, facilities and areas in the country and abroad, and also gathers data relevant for their security
- participates in the organization and implementation of information security in state authorities and ensures the protection of classified information
- safeguards the security of its own employees, facilities and objects, and of former agency employees when their safety is threatened as a result of their work in SOA
In accordance with the Republic of Croatia's international obligations SOA cooperates with foreign security, intelligence, and other corresponding agencies through exchanging of information or equipment, or through jointly conducted operations within its scope.
