It is important to emphasize that key modern security phenomena, as well as those which represent a threat to the national security of the Republic of Croatia, mainly have an international dimension in regards to their organizational structure or range of activities, sources, movement or the operations of involved actors. This applies in particular to the phenomena of transnational organized crime and international, or the so-called, "global terrorism". An adequate intelligence-security answer or response to such types of security threats may only be successfully achieved by an equivalent, or an internationally directed and active approach which knows no legal bounds in terms of strict territorial boundaries between foreign and internal agencies.
The Republic of Croatia considers proliferation and spread of weapons of mass destruction (WMDs) to be one of the fundamental issues of national security and defined security challenges.
Since achieving independence, the Republic of Croatia is a participant of global international legal instruments in the area of arms control and disarmament, and contributes to the prevention of the spread of WMDs by implementing existing international mechanisms and developing an effective national system for the control of export of extremely sensitive technology and substances used for the production of dual use products which can be used to manufacture such types of weapons, and of the means of transportation of the WMDs.
With this aim, the Republic of Croatia has entered, among others, the Wassenaar Arrangement, the Nuclear Suppliers Group and the Proliferation Security Initiative - and halting or possibly abusing the above-mentioned activities represent subjects of SOA operations.
Since terrorism also includes the most complex forms of criminal activities and the possibility of abuse of WMDs (chemical, biological, nuclear and other weapons), solving such security problems implies increasing cooperation between members of the international community and organizations.
While conducting specified procedures and protocol, SOA cooperates with international and relevant institutions - by which it coordinates its security operations and enables individuals and events indicated as security threats, to be detected timely.
