Security Vetting

In majority of modern countries, security screening system has been a part of the national security, whereas particularly of information security as its constitutional part. Information collected through the security screening, i.e. way of their collection, as well as its type, use and availability, today are standardized on the global level. Both our security system and the security screening in our country are regulated in accoradence with the NATO and European Union standards.

In Croatia there are three basic types of security screening: security screening for getting access to classified data, basic security screening and security screening aiming at the protection of the protected individuals and facilities. 
According to the mentioned standards, security screening is a procedure enabling the authorities to identify the existence of security obstacles as far as physical and legal persons are concerned. Data Secrecy Law defines the mentioned obstacles appearing during the security screening for obtaining access to classified data.
Security obstacles appearing during the basic security screening are actually the facts indicating the abuse or a possibility of abuse of power, i.e. of certain rights or authorities to the detriment of the Republic of Croatia national security or its interests. 
Security obstacles appearing during the security screening aiming at the protection of the protected individuals and facilities are actually the facts indicating the security threat to protected individuals, their families and property, as well as to protected facilities.
Security screening for getting access to classified data is conducted for physical and legal persons that in their everyday work have to have access to data classified as “Top Secret”, “Secret” or “Confidential”. Security screening level, either first, second or third, depends on the level of data secrecy.

Basic security screening is conducted for the individuals who will be or have already been appointed to a post, who will be employed with certain government institutions, for the Council for Civilian Supervision of Security and Intelligence Services’ members, etc.

Data obtained through the security screening are classified and protected according to data secrecy, accordingly also within SOA, which obliges also other users of these data.
